Based on the Circular of the Directorate General of Higher Education Ministry of Education and Culture No 152/E/T/2012 concerning scientific journal publication for undergraduate/graduate/postgraduate student, starting at August 2012, undergraduate students have to publish scientific article in journal. Then graduate students have to publish scientific article in national journal (DIKTI accreditation). Meanwhile, Postgraduate students have to publish scientific article in international journal. Prof. Edy urged that this policy does not meet with journal capacity in Indonesia. If there are more than 3000 private and state universities in Indonesia that graduate their 750 thousand students in a year, there will thousand of scientific journals in publication in Indonesia. “Perhaps, we can publish the research on international scientific journal. However, it is still difficult since there is small number of Indonesia post graduate student who publish their scientific writing or present their research in International forum.” Prof Edy stated. Prof. Dr. Edy Suandi Hamid who is also the chairman of Indonesian Private University Association (APTISI), also said that this policy is unrealistic. According to Indonesian Scientific Journal Database (PDII –LIPI) on October 2009, there were 2100 scientific journals including 406 scientific journals which were accredited. “Perhaps, the number of journal has increased. But, it still can not accommodate the scientific article written by scholar’s candidates.” He uttered. According to Prof. Dr. Edy Suandi Hamid, the Directorate General of Higher Education policy is innovative idea in encouraging scholar to write scientific article. However, DIKTI has not yet prepared it well. If the policy is implemented, national instability will be emerged. “National Journals publications have to be increased to accommodate scientific article written by both undergraduate and graduate student. In addition, if this policy will be implemented, Prof. Edy was worried about the emergence of low quality journal publication. If this happened, the objective of journal publication as the media to publish academic writing was unfulfilled. Prof Edy viewed that journal will be the formality requirement in graduating scholar in Indonesia.
“For that reasons, this policy should be done step by step. Moreover, the Directorate General of Higher Education (DIKTI) has to stimulate Indonesian scholar’s candidate, take for example by urging the academic program accredited ‘A’ grade to conduct this policy or by conducting other methods.” Prof Edy stated.
